The minimum level to be able to create a clan is 10. When you reach level 10:
1. On the main screen, tap on the Clan tab.
2. You'll see two buttons: one says "FIND YOUR CLAN NOW", the other says "CREATE CLAN".
3. Tap on "CREATE CLAN" and choose the settings you would like for your clan
4. Settings include: Clan Symbol, Clan Name, Clan Type (Open/Closed/Need Permission), Minimum Rank and & Clan Description
5. Each clan will fly the flag of the country most common among its members. If no single flag stands out as a large majority, you’ll fly the international flag.
Once created, you'll be able to participate in Clan Wars and work together for Clan Rewards.
